
Turkmenistan and the European Bank for Reconstruction and Development (EBRD) have taken their cooperation to a new level by signing a package of strategic partnership agreements. The memorandum were signed following a meeting between EBRD President Odile Renaud-Basso and Turkmen officials at the Ministry of Foreign Affairs of Turkmenistan. The agreements cover the financial sector, energy, transport infrastructure, and urban development.
A key document is the Memorandum of Understanding between the Central Bank of Turkmenistan and the EBRD, which outlines the Bank's strategic priorities in the country for the period 2027–2032. Another agreement focuses on strengthening the banking sector, promoting export-led growth, and supporting the diversification of Turkmenistan's economy.
A separate set of agreements is dedicated to infrastructure modernization. The parties will cooperate on sustainable energy, improved water resource management, and environmental initiatives. In addition, they signed a memorandum on the modernization of transport corridors and the development of Turkmenistan's transit potential, as well as an agreement enabling Ashgabat to cooperate with the EBRD under its Green Cities programme.
For investors, the agreements signal a broader role for international financial institutions in supporting Turkmenistan's economic modernization. Investment in transport, energy, and urban infrastructure is expected to create favorable conditions for the adoption of advanced digital technologies, including intelligent transport and urban management systems, the digitalization of banking services, and platforms supporting international trade.
In the future, deeper cooperation with the EBRD could enhance the country's investment attractiveness, encourage greater private sector participation, and accelerate projects aimed at the digital transformation of the economy. For the telecommunications and information and communication technology (ICT) sectors, these developments are expected to drive demand for digital infrastructure, data centers, cloud services, smart city solutions, and advanced systems for managing transport and energy infrastructure.
