Turkmenistan to Allocate 41.2 Billion TMT for Investment Programme

In 2026, Turkmenistan plans to allocate 41.2 billion manats to the implementation of its investment programme. Of this amount, 68.5% will be channelled into production-related facilities, while 31.5% will be directed towards non-productive projects. The funding will support the modernisation of existing and the construction of new production facilities, as well as the implementation of the National Programme for Improving Social and Living Conditions up to 2028.

The consolidated State Budget of Turkmenistan for 2026 is set at 131.8 billion manats, with the first-level budget amounting to 36.5 billion manats. Social spending accounts for 77.1% of first-level budget expenditures, or 26.8 billion manats, including allocations for education (37.5%), healthcare (13.2%), culture (2.8%), social security (37.4%) and housing and communal services (9.1%). Salaries, pensions, state benefits and scholarships are classified as protected expenditure items.
