Ashgabat Declaration: Neutrality as a Strategy for Peace in the 21st Century
Participants of the International Forum on Peace and Trust in Ashgabat adopted the Ashgabat Declaration – a political document that enshrines neutrality, dialogue and trust as effective instruments of global security. The Forum, held in the framework of the International Year of Peace and Trust and the 30th anniversary of Turkmenistan’s permanent neutrality, brought together states and international organisations around a shared conviction: sustainable peace is impossible without respect, multilateral cooperation and preventive diplomacy under the auspices of the United Nations.
The Declaration affirms Turkmenistan’s special role as an initiator of a practical model of neutrality – not passive, but active and responsible. Participants supported the advancement of mediation and humanitarian mechanisms, greater involvement of youth and women in peacebuilding, as well as new initiatives ranging from a Neutrality-Based Global Security Concept to the potential development of a Global Code of International Trust. The message is clear: in a world of growing instability, trust and dialogue are emerging as a new strategy for survival.
